Mandatory Training on Purchasing Procedures and Purchasing Card Program

In 2014, the West Virginia Legislature amended state purchasing regulations by passing Senate Bill 356.  The legislation, now recognized in West Virginia Code §5A-3-60, called for a mandatory training program for all high-level state government officials on state purchasing procedures and the Purchasing Card Program.

The code states that “All executive department secretaries, commissioners, deputy commissioners, assistant commissioners, directors, deputy directors, assistant directors, department heads, deputy department heads and assistant department heads are hereby required to take two hours of training on purchasing procedures and purchasing cards annually.”  This face-to-face training is offered twice per year.  The fall session each year is recorded and posted online for later viewing.

The most recent live training was offered as a webinar on November 2, 2017. An audio and visual recording of this training may be found online.

If I opt to view the video and audio recording online, what should I do after viewing the training?

West Virginia Code §5A-3-60 (c) states that, “All individuals listed in subsection (a) of this section shall certify, in writing and on a form developed by the Director of the Purchasing Division, the date, time, location and manner in which they took the training.  Completed forms shall be returned to the director and maintained in his or her office.”

Therefore, individuals who are unable to participate in the live webinar may view the online video recording to meet the requirement and submit a Certificate of Completion to the West Virginia Purchasing Division, 2019 Washington Street, East, Charleston, WV 25305, by email to Samantha.S.Knapp@wv.gov, or by fax to 304-558-6026.

The next Purchasing Procedures and Purchasing Card Training will be offered as a webinar via WebEx during the spring of 2018.  More information on this training will be shared as it becomes available.
