The West Virginia Purchasing Bulletin is designed to encourage vendors to do business with the state of West Virginia. This bulletin, which is posted weekly at the Purchasing Division’s website, contains bid opportunities expected to exceed $25,000.

To access the secured site for the West Virginia Purchasing Bulletin, paid, registered vendors must visit http://www.state.wv.us/admin/purchase/newbul.htm to enter their Purchasing Division issued vendor number and the check number if paying by check or the approval code number for credit card payments. A confirmation letter is mailed to all registered vendors with this access information.

To subscribe to this bulletin and actively participate in the competitive bid process, a completed Vendor Registration & Disclosure Statement and Small, Women, & Minority-Owned Business Certification Application (Form WV-1) and an annual fee of $125.00 is required.

Bid packages with detailed specifications may be obtained by using the following methods:

  • Visit our website to order bid packages at: http://www.state.wv.us/admin/purchase/getrfq.htm
  • Fax your request to 1-304-558-3970.
  • Mail your request to the address listed on the left.
  • Visit our offices at 2019 Washington Street, East, Charleston, West Virginia.
  • Call 1-304-558-2306.

The following information is required for each requested bid package: Request for Quotation/Proposal number; state buyer's name; vendor’s complete business name and mailing address; Federal Employers Identification Number (FEIN) and/or Social Security Number; and the name and telephone number of a contact person for clarification purposes.

Questions concerning specifications may be directed to the appropriate state buyer by calling 1-304-558-2306 or toll-free 1-800-243-7298.

All bids must be received by the Purchasing Division PRIOR TO the date and time of the bid opening. Public bid openings are held at the Purchasing Division located at 2019 Washington Street, E., Charleston, WV 25305. It is the vendor's responsibility to make sure their bids are properly identified with the Request for Quotation/Proposal number, bid opening date and time on the outside of the envelope.
