Statewide Contract Savings for Local Government Entities

Welcome to the West Virginia Purchasing Division's outreach page describing discounted pricing opportunities for local government entities throughout our state.  The Purchasing Division offers competitively-bid contracts for frequently-purchased commodities and services, referred to as Statewide Contracts.  We are pleased to offer eligible participants the opportunity to benefit from this valuable program that utilizes the combined bulk buying power of hundreds of state government agencies with the quantity-based savings from which your political subdivision can benefit.  Also, as seen below, we have developed additional contract agreements intended for use by specific political subdivisions.

The Purchasing Division is authorized to allow eligible political subdivisions the opportunity to purchase from statewide contracts in accordance with the West Virginia Code, §5A-3-8.  For many years, counties, county schools, municipalities, urban mass transportation authorities of county and municipal governments, volunteer fire departments, and other local governmental bodies within the state have benefited from the discounted savings on our statewide contracts.

Utilizing statewide contracts can save money if your existing laws and rule permit by obtaining needed goods and services from established sources.  The pricing offered is a result of quantity-based purchasing power leveraged by the West Virginia Purchasing Division to ensure the lowest price possible is being obtained for the commodity.  Also, time and administrative costs are saved since these contracts have already been competitively bid and made available.  For your organization, procurement costs associated with retrieval, fuel, and employee time are also eliminated, as these costs are already factored into statewide contract pricing.  The statewide contract price incorporates shipping and handling charges into the overall cost of your purchase. 

As part of the statewide contracts, vendors are allowed, but not required, to honor their prices to political subdivisions.  However, most vendors do honor these prices so that local government agencies may enjoy this discounted pricing.
