What is a terms agreement?

A terms agreement is an agreement where the Purchasing Division has already negotiated terms and conditions with a particular vendor for goods and/or services. The agreement does not constitute a contract from which a purchase can be made but does save time because the terms and conditions already exist for any future contracts.
