The state of West Virginia utilizes wvOASIS to
solicit goods and services exceeding $20,000. Agencies are delegated
authority up to $50,000, and the West Virginia Purchasing Division
processes contracts above that amount. Some exceptions apply.

◼ Add commodity codes to your Vendor Self Service (VSS) account. The state uses UNSPSC commodity codes, which is a system that helps organize goods and services into categories. West Virginia state agencies can identify vendors who provide a specific good or service by pulling reports of vendors by commodity code.

As part of this commitment, all bids received in response to solicitations are publicly posted to ensure full transparency. This allows vendors and the public to view submitted proposals, promoting accountability and confidence in the state’s purchasing practices.

Viewing Awarded Contracts
Once a contract is awarded, the Purchasing Division publishes the award information on its website. This ensures that all vendors, stakeholders, and the general public can see which vendor was selected, the contract amount, and the rationale for the award when applicable. This process reinforces our dedication to responsible stewardship of taxpayer dollars.

Responding to solicitations
If you find a solicitation that interests you and would like to submit a bid:

◼ Go to the VSS and select View Published Solicitations.

◼ Copy and paste the solicitation number, starting with the three letter abbreviation for the agency, into the Keyword Search field, and click Search.

◼ View the full solicitation by clicking on the blue link under the column Solicitation Number/Type/Category, then select Attachments to download and view the solicitation documents OR respond by clicking on the blue Respond button.
Registering your business
Businesses wishing to provide goods and/or services to the state of West Virginia must be properly registered and in compliance with various state programs to receive a contract/purchase order. The Purchasing Division administers its vendor registration program. Phone numbers and links for all others are provided below.

Setting up Electronic Funds Transfer
Businesses are critical partners in helping the state of West Virginia serve its citizens. To ensure timely and secure payments, the State encourages all vendors to receive payments through Electronic Funds Transfer (EFT) or the State P-Card.
For forms and instructions on how to set up an Electronic Funds Transfer (EFT), please visit the State Auditor’s website at wvsao.gov and access EFT information directly at www.wvsao.gov/ElectronicPayments.
Submitting a Protest
Vendors have the right to protest certain aspects of the purchasing process.

◼ A protest of specifications must be submitted at least five business days prior to a solicitation’s bid opening date. These protests should clearly outline the concern with the bid specifications and include supporting information.

◼ A protest of award must be submitted within five working days of the award. The protest should specify the grounds and include all relevant facts and documentation.

Submitting a FOIA
To request public records from the West Virginia Purchasing Division, please email your request to PurchasingFOIA@wv.gov. Be sure to clearly describe the records you're seeking and include your contact information. In accordance with the West Virginia Freedom of Information Act (§29B-1-1 et seq.), the Purchasing Division has five days to respond to these requests.
