Landfill Ban: What Transfer
Station Operators Need to Know
Transfer Station operators should establish a program for
the proper collection and handling of CEDs at their
facilities.
The program should include:

Public education;
-
Signage on site;
-
Modification to
transfer station operational plans to accommodate CEDs;

Plans for managing
broken CRT glass;
-
Plans for storage of
electronics;
-
Employee training on
environmental and health issues related to the handling
of CEDs.
The program should also include
the transfer
stations working arrangement with their ultimate disposal
site and the process for adhering to that plan.
Alternatively
transfer station management may establish a relationship
with an electronic recycling processor for the recycling of
CEDs. A list of recyclers and questions to ask vendors is
available on this website.
Establishing a system for tracking costs associated with
the collection and disposal of
CEDs is important. Volumes and types of materials as
well as additional costs incurred in the purchase of
equipment, transportation and recycling/processing should be
considered. Tracking information should be made available to the
WV SWMB, WVDEP and the PSC upon request and must accompany
any requests for increases in tariffs.

On December 22, 2011, the Secretary of the Department
of Environmental Protection, Randy Huffman, issued a
memorandum concerning the collection of "Covered Electronic
Devices," as defined by W. Va. Code 22-15A-2-(17,) by the
states landfill operators and landfill owners.
