Local Government's Role in Electronics Recycling
Local governments, including cities, towns, county
commissions and local solid waste authorities all have
important roles in the establishment and expansion of
electronic recycling programs within the state.
Why E-Cycle?
End-of-life computers,
monitors, peripherals, TVs and other electronics is the
fastest growing waste stream in the U.S. In 2007 the US EPA
estimated that Americans generated about 232 million units
of computer and TV related e-waste. Only 18% of that number
was recycled. There is another 235 million units stored in
basements, closets and garages.
Electronics contain a host
of hazardous substances. Even small amounts of these toxic
materials can be dangerous if released into the air, water
and soil. Almost 40% of the lead and 70% of other toxins
found in landfills are from electronics.
Become an e-Cycler
Local governmental
entities can conceivably become electronic collectors. Many
municipalities are providing waste collection services for
their citizens. Some also provide recycling services. Local
county solid waste authorities operate recycling programs;
working with cities within their counties. Some may consider
adding electronics to the materials accepted in their
recycling programs.
The WV DEP REAP program
has a grant program for local governments. The
Covered Electronic Device Grant
Program exists for the sole purpose of providing
county commissions, municipalities and solid waste
authorities with financial assistance to establish and
operate electronic recycling programs.

Public Education and Awareness
Local governments have the opportunity to play an important
role in the proper management of e-waste through public
education. To assist, the WV Solid Waste Management Board
has developed a series of fact sheets for consumers,
retailers, manufacturers, landfill operators, recyclers and
