1. Is WV Surplus open to the public?  

Members of the public are invited to shop at WV Surplus during its normal business hours and through its online auction site, GovDeals.  State employees, excluding those who work at WV Surplus, are also able to make purchases as members of the public.

West Virginia Surplus is open Monday through Friday from 9:00 a.m. to 4:00 p.m., excluding state holidays.  All invoicing must be completed by 4:00 p.m.

When property owned by a state agency is no longer needed, it is retired to WV Surplus.  This includes property like vehicles, commercial equipment, furniture, etc.  The Surplus Property Program allows for the ethical retirement of state assets while extending the usage of the property.  Thanks to WV Surplus, members of the public and eligible organizations are able to purchase usable items at a reduced price.

West Virginia Surplus operates a warehouse in Dunbar, WV.  Additionally, online auctions for surplus assets located statewide are conducted through GovDeals.  Every GovDeals listing specifies the physical location of the item.   To view our current online auctions, please click here.

West Virginia Surplus periodically offers special deals on items in its warehouse.  To see what deals are currently available, follow us on Facebook.  Registered state agencies and eligible organizations can receive a discount on some purchases.  For more information on those benefits and who qualifies as an eligible organization, click here.

Visa, MasterCard, Discover, money orders, and bank-certified checks are accepted at WV Surplus.  Cash and personal checks are not accepted.

Items purchased from WV Surplus by the public must be removed at the time of purchase.  Vehicles left overnight may be subject to a $25 fee.

Though West Virginia Surplus has the authority to host in-person public auctions, GovDeals is their primary source for auctions.  This online auction site allows users to bid from the convenience of their homes.

West Virginia Surplus staff may assist with lifting and loading items purchased at the warehouse, but it is the responsibility of the customer to secure the item(s) in the vehicle. Large or heavy purchases may be pallet loaded if prior arrangements are made.

All inventory is sold at a fixed price based on its market value.  Vehicle pricing is determined by either its NADA or Kelley Blue Book value.

West Virginia Surplus maintains two lists of vehicles for sale on its website: the Buy Now direct vehicle sales list and the Sealed Bid vehicle list.  These lists include the year, make, model, mileage, and price, and each listing is updated weekly and posted on Wednesdays.

The Buy Now list contains vehicles that were previously on the Sealed Bid list but received no bids.  They become available immediately for purchase on Wednesday following the Sealed Bid opening.

Meanwhile, the Sealed Bid list contains a listing of vehicles that will be available for bid the following week.  This early look allows customers to inspect vehicles in advance and plan purchases for the following week.

The Buy Now Direct Vehicle Sales List showcases vehicles that are available for immediate purchase.  If two or more individuals arrive at the same time, on the same day wanting to purchase the same vehicle, it will be removed from this list and transferred to the Vehicle Sealed Bid List.

The Vehicle Sealed Bid List allows individuals to submit a bid for any of the vehicles on this list.  All bids must be submitted by 9:15 a.m. the following Wednesday.  Bids can be mailed, faxed, or submitted in person.

Nonprofits, volunteer fire departments, local municipalities, boards of education, churches, rehabilitation facilities, county commissions, and more qualify as eligible organizations.  Registered eligible organizations receive several benefits shopping at WV Surplus, such as reserving property and first access to inventory.  To complete the Application for Eligibility, please click here.

Only individuals designated on the Application for Eligibility by an eligible organization may buy on behalf of that organization.  However, individuals are welcome to purchase an item as a member of the general public with the intent​ to donate it to a nonprofit or other organization.

Public Law 15-416, also known as the “Veterans Small Business Enhancement Act,” allows veterans who own small businesses the opportunity to acquire equipment and property through the Federal Surplus Property Program.   To learn more about this program, click here to visit our Veterans Program page.
