2026 Agency Purchasing Conference

Chart your course for success at the 2026 Annual Purchasing Conference.  This year’s itinerary is packed with expert-led presentations from the West Virginia Purchasing Division, giving you a first-class look at the laws, rules, and processes you need to know.  Along the way, you’ll have plenty of time to collaborate with and learn about best practices from your peers.

To ensure a smooth trip, this year’s conference will offer two distinct sessions.  Each route targets procurement officers based on skill level and experience. When registering, select the session that best aligns with your current needs.

 

SESSION 1 (September 1-2, 2026): Best for Newer Professionals

During this day-and-a-half session, attendees will move through the conference as one group, learning how to process a procurement from beginning to end.   The session will kick off with the foundational stages of public procurement, including market research, mandatory contracts and internal sources, and effective specifications for a standard competitive procurement, before moving into the technical requirements of developing requisitions, publishing solicitations, hosting bid openings, and more.  The focus will shift from pre-planning and solicitation development to the formal award process and long-term oversight.  Attendees will learn the essential mechanics of post-award management, including entering fixed assets into the wvOASIS Fixed Asset System, managing contracts, and monitoring vendor performance.

As part of this session, attendees will:

• Take a comprehensive walkthrough of the public procurement lifecycle.

• See live wvOASIS demonstrations, gaining practical experience in document creation and system navigation.

• Participate in an interactive panel discussion featuring seasoned agency buyers and Purchasing Division staff, offering a unique opportunity for "newbies" to bridge the gap between policy and practice by asking targeted questions and hearing real-world insights from their experienced peers.

SESSION 2 (September 2-3, 2026): Best for Seasoned Professionals

If you prefer a more topic-specific, theory-based discussion, this day-and-a-half session allows you to customize your learning journey. While we start and end the journey as a collective group, you’ll have the opportunity to choose your own path in the middle.

As part of this session, attendees will:

• Choose one of three concurrent workshops based on their current needs. These specialized presentations will provide information on specific procurement topics.
