Justice Larry Starcher to give Constitution Day speech
at West Virginia University Institute of Technology

CHARLESTON, W.Va. - West Virginia Supreme Court Justice Larry Starcher will give a speech in honor of Constitution Day at 1 p.m. today, September 18, 2008, at West Virginia University Institute of Technology. Justice Starcher will speak in Room 212 of the Cobe Building.

Justice Starcher was invited to give the speech by Barry Harrison, Assistant Professor of Social Sciences.

U.S. Senator Robert C. Byrd of West Virginia added an amendment to a 2005 federal appropriations bill requiring all schools that receive federal funds to teach students about the U.S. Constitution every September 17. The U.S. Constitution was signed on September 17, 1787. Senator Byrd is known as a scholar of the Constitution and carries a copy with him.
