Circuit Judge Robert A. Waters was first elected Circuit Judge in 1992 and re-elected in 2000.  The 4th Judicial Circuit includes Wood County and Wirt County.  He began practicing law in Parkersburg in 1979.  He served a total of eight years as an Assistant Prosecuting Attorney.

He holds a law degree from West Virginia University College of Law and a bachelor of arts degree from West Virginia Wesleyan College.  He has been awarded a Diploma of Judicial Skills from the American Academy of Judicial Education and has attended the National Judicial College.

In law school he was a member of the West Virginia Law Review and received the Am Jur Award in Criminal Law.
