1. J. Barry Dew, et al. v. PSC of W. Va. & Lubeck Public Service District - 31568 - Property owners and private associations owning and operating a private sewer system appeal PSC order requiring the association to obtain a certificate of convenience and necessity and seek to require instead that the local public service district provide to it and compensate it for taking over its lines at a fair value. -
