| On Saturday, June 5, 1999, the Supreme
Court and Bell Atlantic hosted the first meeting of the West Virginia Court Technology
Summit. The meeting was co-chaired by Chief Justice Larry V. Starcher and the Hon. Dan
O'Hanlon, Chief Judge, Cabell County Circuit Court. Other members in attendance included:

H. Boylen, Wood County Assistant Prosecuting Attorney; the Hon. Robert A. Burnside, Jr.,
Chief Judge, Raleigh County Circuit Court; George Castelle, Chief Public Defender, Kanawha
County; Secretary Otis G. Cox, Jr., Department of Military Affairs and Public Safety; L.
David Duffield, Esquire; Warren S. Elliott, Victim Witness Coordinator, Monongalia
Prosecutor's Office; Wyetta Fredericks, Deputy Commissioner, Department of Corrections;
the Hon. Andrew N. Frye, Jr., Chief Judge, Grant County Circuit Court; Janet S. Frye,

Monongalia County Magistrate Court Clerk; Brian K. Thomas, Jackson County Assessor; Brenda
Waugh, Esquire; and Diane Young, Private Attorney Resource Developer, West Virginia Legal
Services Plan. Supreme Court Staff in attendance included: James M. Albert, Administrative
Director; Danny Brown, Assistant Director, Technical Services; Alison R. Chambers, Staff
Attorney; Melissa B. Crawford, Deputy Director, Division of Court Services; Debra J.
Farmer, Administrative Assistant, Trial Court Services; Angie Harless, Court Webmaster and
Assistant Clerk; Tara E. Harper, Computer Support Associate Director; Molly Hatcher,
Summer Intern; Fred McDonald, Director, Probation Services; Michelle T. Mensore,
Information Services Director; Rory L. Perry, Deputy Clerk; Peggy Rash, Associate
Administrative Counsel; Richard Rosswurm, Chief Deputy; and Mark Smith, Director of
Technical Services. Chief Justice Starcher opened the meeting by thanking the members for their interest and participation. He then reviewed the history of the work of the Judicial Technology Committee and the Commission on the Future of the West Virginia Judiciary. Justice Starcher concluded his remarks by reviewing the many benefits and applications of the Courtroom of the Future Project and by thanking Bell Atlantic for their invaluable support. The Chair, Chief Judge Dan O'Hanlon, next took the floor. Judge
O'Hanlon introduced a live demonstration of ATM videoconferencing, and presented a sample
of video cache streaming. Judge O'Hanlon then reviewed the technology-related
recommendations of the Commission on the Future of the Judiciary. Judge O'Hanlon concluded
his remarks by providing an outline of the upcoming subcommittee process. After a brief recess, the members of the Technology Summit
regrouped to report on the subcommittee process and to review the group's time line.
Justice Starcher concluded the meeting by again thanking the members for their time and
