Outreach Services
The State Law Library sponsored a free informational session on long-term health care on Saturday, October 23. Roy Herzbach, Regional Ombudsman Supervisor of West Virginia's
Long-Term Care Ombudsman program, discussed enhancing the quality of life and improving the level of care for senior citizens who are housed in long-term care facilities such as nursing homes, assisted living facilities, and other types of care homes.
On November 10, a brown bag lunch session on the tax implications of the American Recovery and Reinvestment Act of 2009 (ARRA), commonly known as the
"stimulus bill," was presented. Cassell Pulliam of the Internal Revenue Service explained new tax credits created by the bill. These include an increase in the Earned Income Tax Credit (EITC), expanded tax credit for college tuition, home energy credit and $8,000 home buyer's credit.
On November 14, Berkeley County Law Librarian Heather McClung gave a presentation on
grandparents' rights and the process for "going solo" in the West Virginia court system. This presentation was part of a seminar coordinated by Mission WV, Inc., and Relatives as Parents. Attendees included attorneys, judges, social workers, and other interested community members.
On December 17, the State Law Library offered a workshop on Basic Financial
Planning. R. Andrew Skidmore of Passero Adams, Inc., Money Concepts, discussed how to build assets for the purchase of a home, college expenses, retirement and other major life events.
Upcoming Projects
In January 2010, the Library will hold a brown bag lunch on Learning CPR (cardiopulmonary resuscitation). The session will
include a short video produced by the American Heart Association and training in Hands-Only CPR. The session is free and open to the public. Visit our website at

For the second year, the Library will offer free income tax preparation assistance for
low-to moderate-income taxpayers earning $49,000 or less. Through participation with the Volunteer Income Tax Assistance (VITA) program, in conjunction with the Central West Virginia Earned Income Tax Credit (EITC) Coalition, law librarians and staff prepared more than
seventy-five tax returns in 2008, netting sixty-one federal tax refunds and
twenty-one earned income credit refunds.
Expanding upon last year's success, law librarian Heather McClung will also be participating in the program, offering free tax preparation assistance at the Berkeley County Law Library to residents of the county and surrounding areas.
