Landfill Ban: What Landfill
Operators Need to Know
Effective January 1, 2011,
covered electronic devices (CEDs) will be banned from WV
CEDs include a televisions, computers or video
display devices with a screen that is greater than four
inches measured diagonally. "Covered electronic device" does
not include a video display device that is part of a motor
vehicle or that is contained within a household appliance or
commercial, industrial or medical equipment.
Landfill in the West
Virginia will no longer be able to deposit these items into
their landfill. They will however be able to accept them to
be recycled, similar to tires, white goods and other special
Landfill operators should
notify all their customers about the upcoming ban.
Notification can take the form of signage placed on facility
grounds, visible to everyone entering the property. Free Day

that may be using the facility about the ban.

A plan for the proper
identification and handling of these materials should be
developed as is appropriate at each landfill or transfer
station. The plan should include the following.
Training of employees to properly
Procedures for visual inspection of
Procedures for removing CEDs from
Procedures for handling and storage
of CEDs coming into the facility;
Designation of storage and shipping
locations for CEDs;
Directional signage indicating where incoming
CEDs can be off-loaded for recycling;
Procedures for proper packaging for
shipping of CEDs for recycling
This plan should be incorporated into the facility
operations plan and should have a strong employee health and

On December 22, 2011, the Secretary of the Department
of Environmental Protection, Randy Huffman, issued a
memorandum concerning the collection of "Covered Electronic
Devices," as defined by W. Va. Code 22-15A-2-(17) by the
states landfill operators and landfill owners.
