Recycle Market Development & Planning Section
|
The Recycling Market Development and Planning Section provides recycle market development and
other technical assistance to the states local Solid Waste Authorities, businesses, government entities and others through grants, individual consulting, internet based marketing
services and special programs. The section is also responsible for preparing the West Virginia Solid Waste Management Plan
and assisting the Solid Waste Authorities in preparing updates of each local Commercial Solid Waste Facility Siting Plan and
Comprehensive Litter and Solid Waste Management Plan.
The section is responsible for administering the following rules, regulations and
laws:
- WV Code, Chapter 22C, Article 3
- WV Code, Chapter 22C, Article 4
- WV Code, Chapter 22-15A
- WV Code, Chapter 22, Article 16
- Rules, Title 54 Series 1 through 5
- Code of Federal Regulations, Title 40, Part 256.

In FY 2010, $300,000 in grant funding was distributed to
30 of the states 50 Solid Waste
Authorities. Projects that received funding include
recycling equipment, recycling collection equipment, household hazardous
waste collection programs, composting projects, litter control projects, salaries for recycling coordinators, cleanup programs,
school recycling programs and environmental education projects. |

In part, recycle market development is accomplished through the West Virginia Materials Exchange
program. The exchange is an internet based program designed to bring West Virginia businesses, industry, state and local
government and the general public in contact with appropriate markets for recyclable materials and manufacturing/industrial
leftovers and by-products. The exchange currently list nearly 200 ads and
serves more than 600 registered users. The Materials Exchange helps
facilitate significant reduction in landfill tonnages and helps user organizations reduce cost through better inventory and
waste management practices. |

Special projects include annual statewide organization for America Recycles Day (ARD) activities and
electronics recycling. Each year the section works with the West Virginia America Recycles Day Steering Committee to
organize and promote "buying recycled" through America Recycles Day. Activities include coordinating activities
through the Solid Waste Authorities, organizing statewide media, managing the WV ARD website and general administrative duties. |

The Recycling Market Development and Planning
Section has worked with the state's local solid waste authorities and others continue
in facilitating e-Cycling (electronics recycling)
projects. The program is has been active in removing e-waste from West Virginia's
waste-stream. In 2002, seven SWAs participated in e-Cycling events in 2002, collecting in excess of 274,000 pounds of obsolete
electronics. The program has been continued through 2007 as funding becomes available. West Virginia businesses, non profits and government entities are expected to recycle over 1.2 million pounds of obsolete electronics in calendar year 2007.
Ecycling continued in 2008. A total of 144,000 lbs. were reported
collected for the year.
The 2008 Legislative session produced Senate
Bill 746 to further facilitate electronics recycling in West Virginia. The
bill requires all manufactures of computers, monitors, televisions and
video display devices 4" or larger, to register with the WV Department of
Environmental Protection. Fees collected from the manufactures are put
into a special fund which is used, in part, to fund a special electronics
collection program. Funds are available to counties and municipalities.
