Who We Are, What We Do
The Recycling,
Market Development & Planning Section (RMDP) is the lead
planning unit in state government for the proper management
of solid waste on both the state and local levels. The
section is also involved in the development of recycling
infrastructure statewide. This is accomplished through the
distribution of grant funds to the local solid waste
authority's, public awareness programs, assisting
individuals, businesses and government units in finding
markets for recyclable materials and special projects.

SWMB Grants for Local Solid Waste
Authorities
Solid Waste Management Board grants are
available for local Solid Waste Authorities and are offered
once per year. Applications are due by April 30, of each
year.
The Board may consider grant applications or revisions for
emergency or extraordinary purposes at any time at its sole
discretion.

Comprehensive Program for the
Proper Handling of
Covered Electronic Devices
In this section, you will find the SWMB
report required by Senate Bill 398 which was approved by the
legislature and signed into law in early 2010. In addition,
the website contains specific information for stakeholders
with obsolete electronics including landfill operators,
waste haulers, transfer station managers, recycling center
managers, local governments, retailers, and manufactures as
well as ordinary consumers who need to know where to recycle
their electronic waste.

2011 West Virginia
Solid Waste
Management Plan
The 2011 Solid Waste Management Plan
contains information on the solid waste management system in
West Virginia and includes information on solid waste
legislation, population and waste projections, the status of
solid waste facilities in the state, information on local
solid waste management and recycling, special waste, solid
waste disposal fees, solid waste milestones, the economic
impact of solid waste management, recycling and solid waste
grants and information on solid waste and recycling in the
surrounding states.

Materials Exchange
The West Virginia Materials Exchange is a
public service provided by the SWMB that creates a market
place for unwanted but usable materials such as
manufacturing leftovers, overstocked or obsolete materials,
materials collected by recycling centers and many other
things that frequently end up in the states landfills.

Local Solid Waste Authority
Planning
The Recycle Market Development & Planning
section is responsible for
providing technical assistance to the Solid Waste
Authorities (SWAs) in preparing updates of each local Commercial
Solid Waste Facility Siting Plan and Comprehensive Litter
and Solid Waste Management Plan.
