SUBSTITUTION: FULL-TIME OR EQUIVALENT PART-TIME PAID TECHNICAL OR PARAPROFESSIONAL EXPERIENCE IN THE ACQUISITION, PRESERVATION, PROTECTION AND ENHANCEMENT OF ENVIRONMENTAL/NATURAL RESOURCES MAY BE SUBSTITUTED ON A YEAR-FOR-YEAR BASIS.

***OFFICE LOCATION: 601 57TH STREET, SOUTHEAST CHARLESTON, WV 25402 OR 101 CAMBRIDGE PLACE BRIDGEPORT, WV 26330 ***APPLICANTS WITH A DEGREE AND/OR QUALIFYING WORK EXPERIENCE IN BIOLOGY, CHEMISTRY, GEOGRAPHY, GEOLOGY, GIS, ECOLOGY, ENVIRONMENTAL STUDIES, FORESTRY, NATURAL SCIENCE, RECREATION PARKS AND TOURISM RESOURCES OR WILDLIFE MANAGEMENT WILL BE GIVEN PREFERENCE. EMPLOYEE WILL BE ASSIGNED TO THE DIVISION OF LAND RESTORATION, ABANDONED MINE LANDS, PLANNING. AT THE ADVANCED PERFORMANCE LEVEL, PERFORMS COMPLEX PROFESSIONAL WORK IN A SPECIALTY AREA IN THE ACQUISITION, PRESERVATION, MANAGEMENT AND PROTECTION OF THE STATE'S ENVIRONMENTAL/NATURAL RESOURCES. THE EMPLOYEE WILL AID IN THE IMPLEMENTATION OF THE ABANDONED MINE LAND RECLAMATION ECONOMIC DEVELOPMENT PILOT PROGRAM (AML PILOT). THIS POSITION WILL PROVIDE GUIDANCE APPLICANTS TO ENSURE COMPLETE APPLICATION, NAVIGATE THE VETTING & NEPA PROCESSES, PREPARE ENVIRONMENTAL ASSESSMENTS, AND GAIN APPROVALS FOR PROJECTS FROM LOCAL, STATE, AND FEDERAL REGULATORY AGENCIES ALL IN AN EFFORT TO PROVIDE ECONOMIC DEVELOPMENT, AND PROTECT PUBLIC HEALTH, SAFETY, AND THE STATE'S NATURAL RESOURCES. DUTIES WILL ALSO INCLUDE DEVELOPING AND CONFIRMING AML PROBLEM AREA DATA SHEETS DESCRIBING THE FOLLOWING AML PROBLEMS: SUBSIDENCE, UNCONTROLLED MINE DRAINAGE, LANDSLIDES, UNSTABLE REFUSE PILES, BURNING REFUSE PILES, OPEN MINE PORTALS, GASES FROM UNDERGROUND BURNING, VERTICAL OPENINGS, DRAINAGE FROM COLLAPSE MINE ENTRIES, DANGEROUS IMPOUNDMENTS, HAZARDOUS ABANDONED MINE EQUIPMENT, DANGEROUS HIGHWALLS, CLOGGED STREAMS, HAZARDOUS WATER BODIES, HAZARDOUS AND EXPLOSIVE GASES AND POLLUTED WATER SOURCES. THE PROBLEM AREA DATA SHEETS ARE ENTERED INTO THE ABANDONED MINE LAND INVENTORY SYSTEM (AMLIS), AND PRIORITIZED ON THE BASIS OF HUMAN LIFE, HEALTH, AND SAFETY. WORK INVOLVES APPLICATION OF PROGRAM PLANNING TECHNIQUES BY SELECTION AND DEVELOPING AML PROJECTS FROM PROBLEM AREAS IN THE AML INVENTORY AND OTHER SOURCES. DEVELOPMENT OF PROJECTS INCLUDE: AML ELIGIBILITY, SCOPE OF WORK, TENTATIVE RECLAMATION PLAN, AND COST ESTIMATE TO RECLAIM THE PROBLEM. DEVELOPS AND PRESENTS A VARIETY OF SOLUTIONS TO THE PROBLEMS UNCOVERED BY DATA COLLECTION BY DEVELOPING ENVIRONMENTAL ASSESSMENTS FOR EACH PROJECT. PRESENTS FINDINGS OF STUDIES AND EXPLAINS PROPOSED PROJECTS TO STATE AND LOCAL OFFICIALS AND THE GENERAL PUBLIC. USE OF GPS EQUIPMENT AND GIS SOFTWARE TO GENERATE DIGITAL MAPS AND FILES OF THE LOCATION, SIZE, AND PHYSICAL FEATURES OF THE ABANDONED SITE, WATER QUALITY SAMPLING, MONITORING, AND DATA MANAGEMENT IS REQUIRED. TASKS INCLUDE ENTERING FIELD AND PLANNING INFORMATION INTO OSM AMLIS, AND PREPARATION OF ACCURATE COST ESTIMATES OF THE WORK NECESSARY TO RECLAIM A SITE. EMPLOYEE WILL PERFORM OTHER DUTIES AS REQUIRED. NOTE: MUST HAVE A VALID DRIVERS LICENSE AND BE ABLE TO DRIVE OVER RUGGED TERRAIN IN ADVERSE WEATHER. ***APPLICANTS WITH A DEGREE AND/OR QUALIFYING WORK EXPERIENCE IN BIOLOGY, CHEMISTRY, GEOGRAPHY, GEOLOGY, GIS, ECOLOGY, ENVIRONMENTAL STUDIES, FORESTRY, NATURAL SCIENCE, RECREATION PARKS AND TOURISM RESOURCES OR WILDLIFE MANAGEMENT WILL BE GIVEN PREFERENCE. SPECIAL REQUIREMENTS: SELECTED CANDIDATE MUST POSSESS GOOD COMPUTER, WRITTEN AND VERBAL COMMUNICATION SKILLS. MUST HAVE STRONG ORGANIZATIONAL SKILLS. PREFERENCE WILL BE GIVEN TO APPLICANTS WITH GPS/GIS EXPERIENCE. MUST BE ABLE TO WALK LONG DISTANCES IN ADVERSE WEATHER OVER STEEP RUGGED TERRAIN AND LIFT AND CARRY EQUIPMENT FOR CONSIDERABLE DISTANCES. SELECTED EMPLOYEE MUST BE COMFORTABLE WITH, AND ABLE TO WORK ALONE IN ISOLATED LOCATIONS. NOTE: REGULAR ATTENDANCE IS AN ESSENTIAL PART OF THIS POSITION.
