Only current or former permanent status state employees are eligible to apply for an internal posting. Applications and resumes received directly from other persons who have NOT applied through the competitive job announcement process CANNOT be considered.
Persons NOT eligible include those who have only been employed in non-covered (not in merit system) positions, and persons who worked in state agencies under private employment service contracts.

West Virginia State law requires agencies to post vacant, permanent full-time positions a minimum of ten working days before the vacancy can be filled. The hiring agency may choose to fill the position with a current employee who has permanent status, reinstate a former employee, or hire a candidate from a competitive employment register.

To be eligible for employment, you must be a current or former state employee, who was hired from a competitive register, and successfully completed the probationary employment period.

The advertised closing date on the job posting is the deadline for receiving applications from current or former employees with permanent status.

If you meet the above status criteria and the posted position requirements, you may submit an Application form directly to the contact person shown on the posting. If you are not a current or former employee, DO NOT SUBMIT an application or resume directly to the contact person, unless directly instructed to do so. You should, instead, apply through the competitive job announcement process.


If the hiring agency does not receive a sufficient number of applications from qualified current or former employees, they may request a certification of eligible candidates from the appropriate West Virginia Division of Personnel competitive eligibles list (register). The agency must hire from among the top ten or the ninetieth percentile of available names as certified by the Division of Personnel.
