MINUTES OF THE STATE PERSONNEL BOARD

October 18, 2007

Charleston, West Virginia

The State Personnel Board met on October 18, 2007 at 2:00 p.m. to conduct business and to consider other administrative matters. Present at the meeting were Robert Ferguson, Jr., Chairman, and members, Eugene Stump, Mark Carbone, and Sharon Lynch. Members Jack Canfield and Elizabeth Walker were not present. Others in attendance included: Tari McClintock Crouse, Acting Director of the Division of Personnel and Assistant Director of Employee Communications and Information; Jim Wells, Assistant Director of the Employee Relations Unit; Evelyn Davis, Assistant Director of the Organization and Human Resources Development Unit; Frank Chambers, Manager of the Applicant Placement Unit of Staffing Services; Mike Campbell, Manager of the Test Construction and Research Unit of Staffing Services; Lynn Schillings, Senior Personnel Specialist of the Internal Employee Placement Unit of Staffing Services; and, Elizabeth Williams, Interim Secretary to the Board.

APPROVAL OF MINUTES

The members of the Board received the minutes from the September 20, 2007 meeting prior to this meeting. Chairman Ferguson asked for any additions or corrections. There being none, Mr. Stump moved to accept the minutes. Ms. Lynch seconded the motion. The Board approved the September 20, 2007 minutes by unanimous consent.

ADMINISTRATIVE BUSINESS

Secretary Ferguson announced that he had spoken to Elizabeth D. Walker who resigned from the State Personnel Board. She is seeking election to the State Supreme Court.

CONSIDERATION OF PROPOSALS

DEPARTMENT OF TRANSPORTATION

West Virginia State Rail Authority

Upon motion of Ms. Lynch, seconded by Mr. Carbone, the State Personnel Board approved proposal #2432, to establish a hiring rate 20% above the minimum starting pay rates for the Railroad Technician classification series for the Department of Transportation, West Virginia State Rail Authority, South Branch Valley Railroad. The proposed starting pay rates are effective pending approval by the Governor's Office, but no sooner than November 1, 2007. Tari McClintock Crouse, Acting Director of the Division of Personnel and Assistant Director of Employee Communications and Information, presented the proposal.

OTHER BUSINESS

Update Secondary Employment

Tari McClintock Crouse provided the State Personnel Board with follow-up information regarding consistency in application of secondary employment standards.

Overview for Point Factor Job Evaluation Project

Guest, Neville Kenning of The Hay Group, provided an overview of the point factor job evaluation project and answered questions of the Board.

With no further business, the meeting adjourned.

The next state Personnel Board meeting is scheduled for November 15, 2007 at 2:00 p.m. in Building 7, Conference Room B, State Capitol Complex, Charleston, West Virginia.
