MINUTES OF THE STATE PERSONNEL BOARD

February 17, 2005

Charleston, West Virginia


The State Personnel Board met on February 17, 2005 at 2:00 p.m. to conduct business and to consider other administrative matters. Present at the meeting were Board members Robert Ferguson, Jr., Secretary of Administration (Commissioner, Employee and Insurance Services Division), Chairman, Eugene Stump, Sharon Lynch and Reverend Paul J. Gilmer. Absent was Board member Elizabeth Harter. Others in attendance were: Willard M. (Max) Farley, Acting Director of the Division of Personnel; Assistant Directors Tim Basford, Tari McClintock Crouse, Evelyn Davis and Jim Wells; and, Shelly Lowery, Secretary to the Board.


Robert Ferguson, Jr., Chairman of the Board by virtue of his position as Commissioner of the Employee and Insurance Services Division of the Department of Administration, requested that Mr. Stump chair the meeting due to Mr. Stump’s familiarity with the process. Mr. Stump consented.


APPROVAL OF MINUTES


The minutes of the January 20, 2005 meeting had been sent to the members of the Board prior to the meeting. Chairman Stump asked for any additions or corrections. There being none, Ms. Lynch moved the minutes be accepted. Reverend Gilmer seconded the motion. The January 20, 2005 minutes were approved by unanimous consent.



CONSIDERATION OF PROPOSALS


DEPARTMENT OF HEALTH AND HUMAN RESOURCES


Upon motion of Ms. Lynch, seconded by Reverend Gilmer, the State Personnel Board approved proposal #2293 as modified by staff: (1) to change the pay grade for the Radiologic Health Specialist from13 ($23,784 - 43,992) to 14 ($25,452 - 47,088); (2) establish a special hiring rate of $31,560 for new hires in this job classification; and, (3) approve a plan of implementation whereby the salaries of the two current employees in this classification will be increased by 7% or to the new hiring rate, whichever is greater. These actions are effective March 1, 2005. Tim Basford, Assistant Director of Classification and Compensation, presented the proposal.



WORKERS’ COMPENSATION COMMISSION


The State Personnel Board approved a request by the Workers’ Compensation Commission to defer consideration of proposal #2294 until the March 17, 2005 meeting.


The Board members generally discussed disparity in salaries among the various state government agencies.

OTHER BUSINESS

The Board was notified that a letter had been received from James W. Spears, Cabinet Secretary for Military Affairs and Public Safety granting continued approval for proposal #2291. That proposal was approved at the January 20, 2005 meeting contingent on the new cabinet secretary’s approval.

With no further business, Chairman Stump entertained the motion to adjourn the meeting. Ms. Lynch moved, Reverend Gilmer seconded the motion. Motion carried.

The next state Personnel Board meeting is scheduled for March 17, 2005, at 2:00 p.m. in Building 6, Room B-425, State Capitol Complex, Charleston, West Virginia.
