MINUTES OF THE STATE PERSONNEL BOARD
March 18, 2004
Charleston, West Virginia
The State Personnel Board met on March 18, 2004 at 2:00 p.m. to conduct business and to consider other administrative matters. Present at the meeting were Board members Eugene Stump, Chairman, Elizabeth Harter, Sharon Lynch and Reverend Paul J. Gilmer. Others in attendance were: Willard M. (Max) Farley, Acting Director of the Division of Personnel; Assistant Directors Tim Basford, Tari McClintock Crouse, and Jim Wells; and, Shelly Lowery, Secretary to the Board.
APPROVAL OF MINUTES
The minutes of the February 19, 2004 regular meeting, as well as the minutes for the March 1, 2004 emergency meeting, had been sent to the members of the Board prior to the meeting. Chairman Stump asked for any additions or corrections. There being none, Ms. Harter moved the minutes be accepted, Reverend Gilmer seconded the motion. The February19, 2004 and March 1, 2004 minutes were approved by unanimous consent.
CONSIDERATION OF PROPOSALS
PUBLIC SERVICE COMMISSION
Upon motion of Ms. Harter, seconded by Reverend Gilmer, the State Personnel Board approved proposal #2258, to establish the exempt policymaking position of Policy Advisor. This action is effective immediately. Willard M. (Max) Farley, Acting Director, WV Division of Personnel, presented the proposal.
OTHER BUSINESS
SMOKING RESTRICTIONS IN THE WORKPLACE (DOP-P1)
Upon motion of Reverend Gilmer, seconded by Ms. Lynch, the State Personnel Board approved revisions to the Smoking Restrictions in the Workplace (DOP-P1) policy, effective April 15, 2004. James Wells, Assistant Director for Employee Relations presented the policy review.
EDUCATIONAL EXPENSE REIMBURSEMENT/LEAVE PROGRAM (DOP-P16)
Upon motion of Ms. Harter, seconded by Reverend Gilmer, the State Personnel Board approved revisions to the Educational Expense Reimbursement/Leave Program (DOP-P16) policy, effective April 1, 2004. James Wells, Assistant Director for Employee Relations presented the policy review.
Acting Director Farley briefed the Board on legislation passed during the 2004 regular session which places the Division of Personnel within the new Employee and Insurance Services Division of the Department of Administration, and adds the Commissioner of the Employee and Insurance Services Division to the State Personnel Board as Chair.
With no further business, Chairman Stump entertained the motion to adjourn the meeting. Ms. Harter moved, Ms. Lynch seconded the motion. Motion carried.

The next state Personnel Board meeting is scheduled for April 15, 2004, at 2:00 p.m. in Building 6, Room B-425, State Capitol Complex, Charleston, West Virginia.
