MINUTES OF THE STATE PERSONNEL BOARD
August 15, 2002
Charleston, West Virginia

The State Personnel Board met on August 15, 2002 at 2:00 p.m. to conduct business and to consider other administrative matters. Present at the meeting were, Chairman Eugene Stump, Sharon Lynch, Elizabeth Harter and Reverend Paul J. Gilmer. Nichelle D. Perkins, Director, Division of Personnel; Assistant Directors Tari McClintock Crouse, and James Wells; and, Brenda Brooks for Alma M. Legg, Secretary to the Board, attended the meeting.

The minutes of the July 18, 2002 meeting had been sent to the members of the Board prior to the meeting. Chairman Stump asked for any additions or corrections. There being none, the July minutes were approved by unanimous consent.

CONSIDERATION OF PROPOSALS

DEPARTMENT OF MILITARY AFFAIRS & PUBLIC SAFETY

Division of Corrections

Upon motion of Ms. Harter, seconded by Ms. Lynch, the State Personnel Board approved proposal #2190, to grant a blanket policymaking exemption for Warden positions at the state correctional facilities, effective August 1, 2002. Tari McClintock Crouse, Assistant Director, Employee Communications and Employee Information and Payroll Audit Section, presented the proposal.

OTHER BUSINESS

Upon motion of Ms. Harter, seconded by Reverend Gilmer, the State Personnel Board approved Other Employment of James Moore, Economic Service Worker, Department of Health and Human Resources, Marion/Monongalia District Office. James Wells, Assistant Director, Employees Relations Section, presented the proposal.

Upon motion of Reverend Gilmer, seconded by Ms. Lynch, the State Personnel Board approved modifications to the Other Employment Pilot Program as well as a change of the effective date of the pilot program from April 18, 2002 to July 1, 2002. Tari McClintock Crouse, Assistant Director, Employee Communications and Employee Information and Payroll Audit Section, presented the request.

With no further business to discuss, Chairman Stump entertained the motion to adjourn the meeting. Ms. Lynch moved, Ms. Harter seconded the motion. Motion carried.

The next State Personnel Board meeting is scheduled for September 19, 2002, at 2:00 p.m. in Building 6, Room B-425, State Capitol Complex, Charleston, West Virginia.
