MINUTES OF THE STATE PERSONNEL BOARD
August 16, 2001
Charleston, West Virginia

The State Personnel Board met on August 16, 2001 at 2:00 p.m. to conduct business and to consider other administrative matters. Present at the meeting were, Board members Rev. Paul J. Gilmer, Eugene Stump, Sharon Lynch and Elizabeth Harter. Chairman Roger Morgan was unable to attend the meeting. Rev. Gilmer made a motion for Elizabeth Harter to chair the meeting. The motion was seconded and passed. Nichelle D. Perkins, Director, Division of Personnel, Assistant Directors Tim Basford, Evelyn Davis, Tari McClintock Crouse, Perry Dotson and Max Farley, and Alma M. Legg, Secretary to Board, attended the meeting.

The minutes of the July 19, 2001 meeting had been sent to the members of the Board prior to the meeting. Acting Chairman Harter asked for any additions or corrections. There being none, the July minutes were approved by unanimous consent.

CONSIDERATION OF PROPOSALS

BUREAU OF EMPLOYMENT PROGRAMS
Employment Service Division

Upon motion of Mr. Stump, seconded by Rev. Gilmer, the State Personnel Board approved proposal #2133, to grant an extension of the special pay differential for a Bureau of Employment Programs employee who has been selected for a Federal Intergovernmental Act assignment with the National Office of Veterans' Employment and Training Services in Washington, D.C. The pay differential is to be effective through March 31, 2002. Tim Basford, Assistant Director, Classification and Compensation Section presented the proposal.

DEPARTMENT OF TAX & REVENUE
Insurance Commission

Upon motion of Ms. Lynch, seconded by Mr. Stump, the State Personnel Board approved proposal #2135, to establish a classified-exempt policymaking position of Actuary. This action has an effective date of September 1, 2001. Tim Basford, Assistant Director, Classification and Compensation Section presented the proposal. Bill Kenny, Insurance Commission, answered questions of the Board members.

DEPARTMENT OF TAX & REVENUE
Insurance Commission

Upon motion of Mr. Stump, seconded by Rev. Gilmer, the State Personnel Board approved proposal #2136, to revise the pay method for Insurance Company Examiner from a per diem rate to pay grade 23 ($44,640-74,832) to be effective September 1, 2001. Tim Basford, Assistant Director, Classification and Compensation presented the proposal.

OTHER BUSINESS

Upon motion of Ms. Lynch, seconded by Rev. Gilmer, the State Personnel Board, in accordance with Section 17.1 of the Division of Personnel Administrative Rule, determined that Theodore Dunlap's secondary employment with the Kanawha County Board of Education as an assistant football coach at Hayes Junior High School, as specifically restricted, would not conflict with his employment as a Protective Service Worker with the Department of Health and Human Resources, Lincoln County.

With no further business to discuss, Acting Chairman Harter entertained the motion to adjourn the meeting. The motion was seconded and passed.

The next State Personnel Board meeting is scheduled for Thursday, September 20, 2001, at 2:00 p.m. in Building 6, Room B-425, State Capitol Complex, Charleston, West Virginia.
