MINUTES OF THE STATE PERSONNEL BOARD
January 18, 2001

The State Personnel Board met on January 18, 2001 at 2:00 p.m. to conduct business and to consider other administrative matters. Present at the meeting were Chairman Roger Morgan, Board members Eugene Stump, Rev. Paul J. Gilmer, Sharon Lynch and Elizabeth Harter. Joe E. Smith, Acting Director, Division of Personnel, Assistant Directors Tim Basford, Tari McClintock Crouse, Perry Dotson, Max Farley, and Mary Murphy, and Alma M. Legg, Secretary to Board, attended the meeting.

The minutes of the December 21, 2000, meeting had been sent to the members of the Board prior to the meeting. Chairman Morgan asked for any additions or corrections. There being none, the December minutes were approved.

CONSIDERATION OF PROPOSALS

DEPARTMENT OF HEALTH & HUMAN RESOURCES

Office of Chief Medical Examiner

Upon motion of Ms. Lynch, seconded by Mr. Stump, the State Personnel Board approved the staff recommendation on proposal #2106, to revise the pay grade for Chief Toxicologist from pay grade 14 ($24,240-$39,432) to pay grade 21 ($38,976-$63,372) to be effective March 1, 2001. The plan of implementation provides that salaries of employees below the minimum rate for the new pay grade shall be adjusted to the new minimum and salaries within the range of the new pay grade shall remain the same. Tim Basford, Assistant Director, Classification and Compensation Section, briefed the Board on the request. Michael F. McCabe, Director, Office of Personnel Services, represented the Department of Health and Human Resources.

DEPARTMENT OF HEALTH & HUMAN RESOURCES

Office of Environmental Health Services

Upon motion of Ms. Lynch, seconded by Ms. Harter, the State Personnel Board approved the staff recommendation on proposal #2107, to revise the pay grades for Radiological Health Specialist from pay grade 10 ($18,468-$30,072) to pay grade 13 ($22,644-$36,852) and Radiological Health Specialist, Chief from pay grade 12 ($21,156-$34,440) to pay grade 15 ($25,944-$42,204). The Board also approved a plan of implementation which will adjust the salary of the sole permanent employee in the Radiological Health Specialist classification by 25%. This action is effective March 1, 2001, and applies only to the Office of Environmental Health Services in the Department of Health and Human Resources. Tim Basford, Assistant Director, Classification and Compensation Section, presented the proposal. Michael F. McCabe, Director, Office of Personnel Services, represented the Department of Health and Human Resources.

OTHER BUSINESS

The State Personnel Board acknowledged receipt of the Division of Environmental Protection's revised organizational chart for Phase 2 of the reorganization for the Office of Mining and Reclamation.

With no further business to discuss, Chairman Morgan entertained the motion to adjourn the meeting. The motion was seconded and passed.

The next State Personnel Board meeting is scheduled for Thursday, February 15, 2001, at 2:00 p.m. in Building 6, Room B-425, State Capitol Complex, Charleston, West Virginia.
