The State Personnel Board met on November 16, 2000 at 2:00 p.m. to conduct business and consider other administrative matters. Present at the meeting were Acting Chairman Elizabeth Harter, Rev. Paul J. Gilmer, and Chairman Roger Morgan by conference call. Board members Eugene Stump and Sharon Lynch were unable to attend the meeting. Joe E. Smith, Acting Director, Division of Personnel, Assistant Directors Tim Basford, Tari McClintock Crouse, Perry Dotson, Max Farley, Mary Murphy, and Alma M. Legg, Secretary to Board, attended the meeting.

Acting Chairman Harter moved that the provision of the W.Va. Code §6-9A-2 definitions of meeting and quorum be made part of the minutes. The motion was seconded and passed.

The minutes of the October 19, 2000, meeting had been sent to the members of the Board prior to the meeting. Acting Chairman Harter asked for any additions or corrections. There being none, the October minutes were approved by unanimous consent.

DEPARTMENT OF HEALTH & HUMAN RESOURCES

Upon motion of Rev. Gilmer, seconded by Mr. Morgan, the State Personnel Board approved proposal #2098, to revise the pay grade for Pharmacist 1 from pay grade 20 ($36,420-$59,220) to pay grade 23 ($44,640-$72,564) and Pharmacist 2 from pay grade 21 ($38,976-$63,372) to pay grade 24 ($47,772-$77,652). The Board also approved a plan of implementation which would grant current employees a 5% adjustment per pay grade advanced (i.e. 15%) or to the new minimum, whichever is greater. This action is effective December 1, 2000. Tim Basford, Assistant Director, Classification and Compensation Section, presented the proposal. Michael F. McCabe, Director, Office of Personnel Service, Department of Health and Human Resources, attended the meeting.

With no further business to discuss, Acting Chairman Harter entertained the motion to adjourn the meeting. The motion was seconded and passed.
