CHIEF DIESEL INSPECTOR

NATURE OF WORK
Under minimal supervision, inspects diesel mining equipment in and around underground mines on a statewide basis to determine compliance with health and safety regulations. Will act as agency liaison and coordinate activities through the WV Diesel Commission which approved the use of diesel equipment on a site specific basis. May be required to function as a mine rescue team member. Performs related duties are required.

EXAMPLES OF WORK
Inspects diesel equipment used in underground mines and issues notices of violation to mine operators if warranted.
Evaluates applications from mine operators on behalf of the WV Diesel Commission and drafts written reports.
Acts as a liaison between equipment manufacturers and the Diesel Commission as well as the Office of Miners' Health, Safety and Training to assure that manufactures meet all health and safety required.
Supervises and conducts diesel equipment inspection training for all Office of Miners' Health, Safety and Training.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of state and federal health and safety regulations pertaining to underground mining with special emphasis on all matters relating to diesel equipment.
Knowledge of mining hazards and applicable precautionary measures related to the use of diesel equipment.
Ability to investigate and prepare written technical reports.
Ability to communicate effectively in writing and orally.

MINIMUM QUALIFICATIONS
Training:

Bachelor's degree in a natural or applied science or closely related field, or graduation from an approved technology program.
Substitution:
Four years of full-time or equivalent part-time paid employment in underground mining, mine management or closely related field may be substituted for the above training on a year for year basis.
Experience:

Five years of full-time or equivalent part-time paid practical experience in coal mines, at least two years of which have been in mines of this state, PROVIDED, that graduation from an accredited college of mining engineering may be considered the equivalent of two years of practical experience.

Special Requirement:
A valid license to operate a motor vehicle in West Virginia with extensive experience in West Virginia Diesel Law.

SPECIAL REQUIREMENTS PER HOUSE BILL 4491:
(1) a citizen of West Virginia, in good health, not less than twenty-four years of age, of good character and reputation and of temperate habits; (2) a person who has had practical experience with dangerous gases found in coal mines; and (3) a person who has a good theoretical and practical knowledge of mines, mining methods, mine ventilation, sound safety practices and applicable mining laws and rules.

Must pass required examination with a grade of at least 75%, or an overall combined average score of 80% along with an oral examination administered by the Mine Inspector's Examining Board.
