CHIEF ELECTRICAL INSPECTOR

NATURE OF WORK
Under minimal supervision, coordinate the activities of all agency electrical inspectors to assure consistency in the application of state electrical health and safety requirements at underground and surface coal mines. Conduct electrical inspections to determine compliance with state electrical health and safety requirements.

EXAMPLES OF WORK
Coordinate and/or conduct inspections of electrical equipment and machinery within mines.
Inspects all electrical equipment and machinery within the mine using amp-meters, volt-ohm meters, diode testers, filler gauges and other electrical testing and diagnostic equipment that will be used to determine compliance with mine laws and regulations and to ensure safe working conditions.
Assist in the investigation of serious non-fatal and fatal accidents.
Issue notices of violation to mine operators and individuals where warranted.
Review mine electrical reports to assure that proper equipment tests and examinations are conducted as required.
Coordinate and conduct training of agency electrical inspectors and district underground inspectors.
Prepare training materials and administer electrical certification tests to prospective mine electricians.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of state and federal health and safety requirements with special emphasis on electrical provisions.
Knowledge of technical operations, machines, tools, electrical systems and standard mining practices.
Knowledge of state and national electrical codes.
Ability to inspect electrical systems and draft technical reports.
Ability to calculate and interpret electrical tests' results.
Ability to establish and maintain effective working relationships with mining officials and miners.
Must possess effective written and oral communication skills.

MINIMUM QUALIFICATIONS
Training:
Bachelor's degree in Mining Technology, Electronics, a natural or applied science, or closely related field.
Substitution:
Four years of full-time or equivalent part-time experience in practical electrical applications may be substituted for the required training.

Experience:
Five years of full-time or equivalent part-time paid experience in practical electrical applications in coal mines, at least two years of which have been in mines in this state, OR, a degree in electrical engineering from an accredited engineering school and three years of practical experience in underground coal mining.

Special Requirement:
A valid license to operate a motor vehicle in this state.

SPECIAL REQUIREMENT PER HOUSE BILL 4491:
(1) Must be a citizen of West Virginia, in good health, not less than twenty-four years of age, of good character and reputation and of temperate habits; (2) Practical electrical experience means the performance of duties requiring a person to be a certified electrician prior to actually performing such duties.

Must pass required examination administered by the Mine Inspector's Examining Board with an average grade of at least 90%.
