Welcome to the Division of Personnel’s homepage. The Division of Personnel was created by statute in 1989 to provide leadership in human resource management, including administration of a merit system (i.e., civil service), for the executive operating agencies of State government. A comprehensive system of personnel management is achieved through the integration of six functional areas which are administered by the Director of Personnel with oversight by a five-member State Personnel Board. The Director's Office provides management of the Division.
Communications and Administration

Communications and Administration staff provide information to employees and administrators on topics of statewide interest and importance through regular distribution of newsletters and other publications; serves as liaison to the State Personnel Board; and provides many other administrative and fiscal support services for the Division.
Employee Information/Transaction Processing

Employee Information/Transaction Processing staff establish and maintain employee information systems and records for all employees, and assures compliance with merit system standards and other applicable rules, policies, and procedures through a system of payroll audits.
 
Classification and Compensation
Barbara J. Jarrell
Assistant Director of Classification and Compensation
 
Classification and Compensation staff establish and maintain class specifications and classification plans based on job analysis and develops and maintains compensation plans which consider responsibility and difficulty of work, labor market competition, and internal equity.
 
Employee Relations
Joseph F. Thomas
Assistant Director of Employee Relations
 
Employee Relations staff formulate and interpret consistent personnel policies and procedures for employees and employers, and provide technical assistance and consultation in grievance and disciplinary matters.
 
Organization and Human Resource Development

Organization and Human Resource Development staff provide training and development programs for all State employees and direct the activities of the Center for Quality Government. In addition to providing technical advice and consulting services for agency-specific training and development programs, OHRD employees also administer the Supervisor/Manager Training Program policy (PDF).
 
Staffing Services
Michael J. Campbell
Assistant Director of Staffing Services
Staffing Services staff provide information to individuals seeking employment with the State and conduct an integrated system for recruiting, screening, and referring applicants for merit system and other employment in State government. This area also has oversight responsibilities for assurance that promotions and inter-agency transfers comply with merit system standards, as well as conducting research and development of job-related employment examination procedures.
